This Week's Meeting

 
Robert Sprague, Ohio’s 49th Treasurer of State, oversees the state’s investment and debt portfolios, domestic and international custody portfolios, and daily cash inflows and outflows.

After taking office in January 2019, Sprague launched ResultsOHIO, which established an infrastructure within the Treasurer’s office to evaluate and support pay-for-success programs in response to the social and public health challenges facing Ohio. In 2021, the first pay-for-success project to be launched using the ResultsOHIO model gained legislative approval.

Sprague also oversaw the development and implementation of Family Forward, a program designed to support prospective parents navigating the adoption process. Through Family Forward, Ohioans seeking to adopt may qualify for reduced interest loans up to $50,000 that can be used to help manage the costs associated with adoption.
The STABLE Account program offers specialized savings and investment accounts for individuals who live with disabilities. Under Sprague’s leadership, program participation more than doubled from January 2019 through December 2020 and continues to grow today. 

Sprague, of Findlay, was first elected to office as city auditor and treasurer. He later served the 83rd District as a member of the Ohio House of Representatives from 2011 through 2018.

Treasurer Sprague graduated from Duke University with a bachelor’s degree in mechanical engineering and later earned a master’s degree in business administration with an emphasis in finance from the University of North Carolina at Chapel Hill. He and his wife, Amanda, continue to live in Findlay with their five children.
 

Last Week's Meeting

RCY’s annual scholarship award luncheon was held to recognize and celebrate Youngstown city schools’ seniors and juniors. The event was held at Tyler History Center in downtown Youngstown. Scott Schulick and Gerri Jenkins, scholarship committee members, emceed the award presentation. Other committee members are Gregg Rossi and Reid Schmutz.
 
The history of the scholarship awards goes back over 50 years, when RCY operated it as a student loan fund, lending money to those who were attending Youngstown State University. In 1970, the loan fund became the scholarship fund, distributing $1,000 scholarships to graduating seniors in Youngstown who will be attending YSU in the fall of 2022. In 2021, RCY endowed the scholarship at the Youngstown State University Foundation, to exist in perpetuity. Over $100,000 in scholarships has been awarded to date.

The Ed Hulme Scholarship
In attendance at the awards luncheon was Helen Hulme, wife of the late Ed Hulme, for which the scholarship is named. Long-time Youngstown Rotarians will remember Ed, who was club president in 1968. After Ed’s passing in 2013, just short of his 91st birthday, his family set up the scholarship to recognize a top senior in their class.
 
Ed proudly served his country in the US Army during WWII as a paratrooper instructor and obtained the rank of second Lieutenant. During the Korean War, Ed was also a Training Aides Officer.
 
Ed was a 54-year member of Rotary Club of Youngstown, and was recognized as a Paul Harris Fellow. He was a founder, president, and long-time board member of the Youngstown Boys and Girls Club. He also served for many years as a board member of Mill Creek Children’s Center, and in 1976 was named executive director of the Youngstown Area Bicentennial Celebration. 
 
WFMJ Regional Spelling Bee
The Vindicator as a stand-alone entity may have seen its demise in 2019, but the Vindicator Spelling Bee lives on! It is now sponsored and coordinated by WFMJ-TV, and Nena Perkins, former Vindy staffer, is still involved. The Bee was live this year at Stambaugh Auditorium on March 12, with 51 students taking part.
There were two winners this year: returning champ Chris Dominick, an 8th grader from Struthers, and first-time winner Joey Constantine, a 6th grader from Lakeview in Cortland. Both boys were awarded $100 and the right to participate in the national Bee in Washington, DC on Thursday, June 2. It will be broadcast live on the ION Network.

Plant Ahead Ohio - the PAO story
“In July of 2019, Dr. Lauren Schroeder wrote a letter to the Editor of the Youngstown Vindicator calling upon the people of the Mahoning Valley to stand together in a Grassroots organizing effort to address the “...worst climate crisis since the Yucatan Asteroid killed ...75% of the living plants and animals on the earth…” by forming a local panel on climate warming “...that would develop rules and behaviors that reduce atmospheric carbon.”
 
Frank Bishop, an environmental activist who was inspired by Dr. Schroeder’s letter, called a meeting on Sunday, July 21, 2019 in Schweitzer Lounge at the First Unitarian Universalist Church of Youngstown at 12:30 PM to organize the Mahoning Valley Panel on Climate Warming (MVPCW). There were a succession of meetings n which we worked as (MVPCW). Meetings in which interested parties laid out their plans for the would-be organization. There was a meeting in which Dr. Schroeder explained the dangers of climate warming and how it worked; meetings in which potential members and other organization heads laid out their plans to confront climate warming along with sustainability; meetings with organizations and institutions with which we now work closely.
 
Finally, we all agreed to the Mission statement of the MVPCW as determined by Dr. Schroeder was to “Engage citizens, government, business, and universities to establish a zero atmospheric carbon balance for the Mahoning Valley.” Then we began the branding process to come up with a name that would be easy to remember and less cumbersome than Mahoning Valley Panel on Climate Warming or MVPCW. After much discussion we came up with Plant Ahead and we added Ohio because another group was incorporated under the name Plant Ahead. So officially we are registered as Plant Ahead Ohio. Our name reflects our purpose which is threefold:
 
1) Plant the seed of a Green Environment and Economy in the minds of many through education
2) Plant trees, and act to conserve the environment and sequester all greenhouse gasses through political actions
3) Plan Ahead by anticipating what problems may arise that compromise the environment and our place in it as a member of the human species and the interdependent web of existence.
 
Presently we are working toward becoming a 501(c)3. Our fiscal agent is Trumbull Neighborhood Partnership (TNP) and we have partnered with TNP, Treez Please of Youngstown, Mahoning County Landbank, Summit Academy, YSU Legacy Forests, and Citizen's Climate Lobby-Mahoning Valley, among others to plant trees, plant pollinator wild flowers, and educate about Climate Warming, sustainability, and organic gardening.”

Call to Action – Ukraine Emergency Aid

 
As one of the world’s largest humanitarian organizations, Rotary has made peace the cornerstone of its global mission. The Ukraine crisis is a matter of great concern for Rotary.

In response to the deepening refugee crisis, The Rotary Foundation Trustees have decided to prioritize contributions made to the Disaster Response Fund until April 30, 2022 to support disaster response grants for districts affected by these events. These expedited disaster response grants can be used to supply water, food, medicine, shelter, and clothing.
Half a million people have fled Ukraine and are in dire need of emergency aid. The United Nations believes that number of refugees could grow to as many as 5 million people displaced. Rotary clubs in Europe and around the world have stepped up their relief work, some working on the ground to help displaced families.

Donate to the Disaster Response Fund to support communities and help rebuild lives during this tragic time.
 
Please join the Ukrainian Medical Association of North America (UMANA) Ohio Chapter by donating money or medical supplies for the war effort in Ukraine. Supplies are needed for surgical and trauma care as humanitarian needs are growing exponentially.

We hope all Rotarians will make an effort to attend to celebrate our club's accomplishments as we "Serve to Change Lives" this Rotary year under President Josh's leadership.
